Most patios and steps that heave, tilt, or sink did not fail because the pavers were weak. They failed because water sat under them with nowhere to go, and saturated ground moves when it freezes and when it dries.
We build hardscape on an excavated and compacted base with a drain path under it and the right backfill around it. On island lots with till underneath and water moving sideways, that is not a detail, it is the whole job.
A paver patio is only as flat as what is under it in five years. Strip the organics, build the base, compact it, and give the water a route out. Skip any of that and it settles, puddles, and heaves.
